Zac Moffatt is Global Chair of Communications and Advocacy at Stagwell, where he leads a portfolio of firms spanning public affairs, research, digital advocacy, strategic communications, and reputation management. He oversees brands including Allison, HarrisX, HUNTER, Consulum, SKDK, Sloane, Targeted Victory, and SixAM, advising corporations, institutions, and national leaders on complex reputation, policy, and growth challenges. In 2025, he co-launched Leading the Future, a national AI policy and political initiative backed by prominent technology and investment leaders, focused on advancing a pro-innovation framework to ensure continued U.S. leadership in artificial intelligence.

Previously, Zac founded and served as CEO of Targeted Victory, scaling it into one of the country’s premier digital-first marketing and advocacy firms. Since 2009, the firm has supported more than 1,000 campaigns and organizations — including Meta, FedEx, IBM, Gillette, Target, presidential campaigns, and congressional leadership — helping shape the evolution of data-driven communications across both the private and public sectors.

Zac has built and managed high-performance teams at national scale. As Digital Director for Mitt Romney’s 2012 presidential campaign, he led a 150-person department and oversaw a budget exceeding $100 million. He later served as Senior Advisor to Tim Scott’s 2023 presidential campaign. Earlier in his career, Zac was Associate Chief of Staff to New York City Mayor Michael Bloomberg following the Mayor’s 2001 election.

He has been recognized for his influence at the intersection of technology, media, and public affairs, including being named to Adweek’s “Adweek 50” and identified by WIRED as one of the tech insiders shaping the future of the industry. Zac is a frequent commentator in national outlets including The Wall Street Journal, The New York Times, The Washington Post, TechCrunch, Forbes, and C-SPAN.
